Is "States Rights" a good argument for those who do not want equal rights for gays?

I'm from the south and have always heard folks who defend the south from the civil war defend it by saying the war was about states rights as opposed to slavery (I know you folks from SC have heard that!) I hear similar things now coming from pseudo liberals and conservatives concerning gay marriage and equality. Do you think gay marriage and equality should be at the federal or state level?
