I've a suspend CT licence on 2005 because of uninsured accident but I moved to CA. how can I get CA licence?

How long The Suspend period in CT for uninsured accident. or if I go to DMV office in California are they gonna give me a Licence? Thank you from now who is going to write something... Murat
