My Toddler is afraid of his shoes?

My son is 16 months and before had no problem wearing shoes, but in the last month he has become terrified. When I put lil boots or shoes on him and stand him up he refuses to walk, and he stands very still shaking and screaming and crying and reaching for me. I am not sure what to do, when he doesnt have footwear on he is just fine walking around but as soon as I put any type of footwear on him he becomes terrified and wont calm down till i take them back off.
