Can you get a shiny pokemon when the egg hatches? (in pokemon Diamond)?

If so what are the odds/how can i increase them? I am mating eevee with ditto. Every time i get an egg that hatches it isn't shiny so what should i do? (if i do end up getting a shiny eevee, if i evolve it with a stone with it still be shiny?
